Customary International Law: The principle of pacta sunt servanda, or the duty to uphold agreements in good faith, is a fundamental tenet of customary international law.
International Court of Justice (ICJ) Decisions: Decisions rendered by the ICJ have consistently upheld the obligation of states to abide by their international commitments and engage in cooperation with other states in good faith.
The failure of certain governments to adhere to their obligations under the Budapest Convention and related protocols, as mandated by international law, not only undermines the effectiveness of efforts to combat cybercrime but also contravenes established principles of international cooperation and legal obligation.
