ARTICLE 2(bis) §6

The International monitoring and tracking of malevolent websites and IPs containing illegal and harmful content capable of affecting the physical, emotional and psychological well-being of all Internet users.

ARTICLE 2(bis) §3

Identifies and Research / Investigate International Cyber Crimes (ICC), cyber-threats and global cyber-crime trends in the contemporary cyber world of today.

Established by European Centre for Information Policy and Security whereas ECIPS is a “Counter Intelligence Function”. Structurally, it is independent by Royal Decree WL 22/16.594 and Article 30(bis) of the Treaty EST124 by council of Europe

ECIPS respects Article 4 of the Treaty on European Union which, among other things, expressly states that “national security remains the sole responsibility of each Member State”.

As per the aforementioned provisions, the International Cyber Policing Organization, CYBERPOL, holds jurisdiction over matters pertaining to the monitoring, tracking, identification, research, and investigation of malevolent websites, IPs, cyber crimes, cyber threats, and global cyber-crime trends. Established under the auspices of Royal Decree WL22/16.595 and Treaty EST124 from the Council of Europe, CYBERPOL operates with the authority vested by its founding legal instruments.

Furthermore, ECIPS, as a “Counter Intelligence Function,” operates independently in accordance with Royal Decree WL22/16.594 and Article 30(bis) of the Treaty EST124. It is essential to underscore that while ECIPS operates within the realm of international cyber security, it fully respects the sovereign prerogative of each Member State in matters pertaining to national security, as delineated in Article 4 of the Treaty on European Union.

In light of the foregoing, any attempts to impede or undermine the lawful operations of CYBERPOL or ECIPS must be addressed through appropriate legal channels, ensuring due process and adherence to established legal norms and principles.
